Diffuse Distribution (Photometric Lights)

Create panel > Lights > Create a Linear or Area Photometric Light > Intensity/Color/Distribution rollout > Select Diffuse distribution.

Diffuse distribution emits light from a surface with the greatest intensity at right angles to that surface. The intensity falls off at increasingly oblique angles.
